Get a Library Card
Local Applicants
Library cards are free for all Jones Township, Elk County, PA residents, businesses, and property owners. If you are 13 or older and live, own a business, or pay property tax in Jones Township, you may apply for a library card using our application form through our online catalog - then visit the library to validate your information and receive your physical card or you can apply in person at the library. If you are under the age of 13, you will need to visit us or contact us to register for your library account.
When you come to the library to validate your information and receive your physical library card, you will need to bring your Acceptable Form(s) of Identification with your current address. If your current address is not on your identification, bring separate proof of residency.
All Other Applicants
If you live outside the borders of Jones Township, Elk County, Pennsylvania you will need to visit us at the library to register for your library account (fees may apply, please see below).

Other Pennsylvania Residents - The Wilcox Public Library participates in the AccessPA Statewide Borrowing Program. Your PA home library AccessPA card gives you borrowing privileges at our library.

Non-Residents - Non-residents are defined as residents of another state or a PA resident from a town or city that does not have a “home” library with an AccessPA designation. Non-residents may pay a minimal fee for a WilPL card with full “in-house” patron privileges. There are two options:

Summer Visitor Card: $15.00 for 3 months; $5.00 for an additional consecutive month.

Non-Resident Annual Card: $50.00 for 12 months.

How to Borrow From the Library
Your Wilcox Public Library account allows you to check out physical items from your library (like books, DVDs & Blu-Rays, and Audiobooks on CD) and electronic items from our Digital Library (like eBooks, Audiobooks, Magazines and streaming movies).



Borrowing from the Library
You may check out up to 20 items per library card at a time. To check out an item, take the item to your library’s Circulation Desk. If you need help finding an item on our shelves, don’t hesitate to ask one of our staff members for help!
You can browse items online and place a request for us to set it aside for you to pick up. To request an item from the online catalog, click “Place Request”. Our staff can also help you place a request by phone or in person.
Digital Borrowing
We offer a large collection of digital books, movies, and more. Some of these services have apps you can download and some are available directly from our website. You will use your library account information to borrow from these services.
Borrowing Services



We participate in a districtwide book sharing service between public libraries throughout the five counties in the Seneca District. If we do not have a book you are looking for, search the catalog to see if it is available from one of our partner libraries.
Interlibrary Loan
Interlibrary Loan (ILL) provides access to materials belonging to other library systems shipped to your library for easy pick up and return. ILL may include fees. Ask the librarian for help in requesting items.
